Basically the two documents do not touch on Mockingbird at all. They are in reference to the CIA using the press, clergy, and the peace corps as paid agents to gather intelligence from sources that the CIA would typically not have access to. I think that the peace corps and the clergy were supposed to be completely exempt from CIA influence and the agreement made that only in extreme national security issues would it be entertained to use the press on an individual basis and the President would notify congress within 48 hours if this were the case.

My impression was that Mockingbird was the press just presenting the information the CIA approved to the public. This was more about intelligence gathering and investigation. I could be wrong though.

Jeremiah O'Leary was simmply reporting what the CIA was Paying him to. Propaganda.

These two documents reference using reporters, clergy, and peace corps as intelligence gatherers and investigators. In my mind that is two separate issues.

Bush announced an even more restrictive policy: "effective immediately, CIA will not enter into any paid or contractual relationship with any full-time or part-time news correspondent accredited by any U.S. news service, newspaper, periodical, radio or television network or station.

I am not certain of the specifics at the moment but a church does not have to be 501C3 to be tax exempt. That was simply a ruse to get them under government control.
