I like anon's theory (LB) that maybe they are taking witnesses to separate places for interviews. It's the only idea I've heard that fits the data.
OK, screencaps of January 3rd, 2019 flight history for PAT303 (95-00088). Timestamps on tooltips. So they wre on the ground less than an hour, and left the ADSB transponder on apparently.

They ID this plane as "Department of the Army, Priority Air Transport 303".
OK I pulled the track log for each flight segment (not posted).
"Department of the Army, Priority Air Transport 303" PAT303 landed at Clinton Airport at 3:55 PM and took off at 4:32 PM.
It was on the ground for 27 minutes according to these flight logs.
Now I'll check another of those PATxxx flights and see if the story is similar.
