I've had a similar conclusion for awhile. My rationale is that arrests of prominent figures may need to be about the LAST thing to happen. Because if it's done before public acceptance of the crimes, there would be civil unrest, which Q is strategically working to avoid due to collateral damage. And it has to be after the justice system is cleaned up, because a fair amount of trials will need to go through civilian courts. Most importantly, arrests FIRST is what the cabal would expect, their strategy was based on absorbing that kind of hit - lower-level people would be affected, but between higher-level people living in the shadows and the corrupt court system to sabotage trials, and the easy fuel for pubic outrage (it's fascism!) to overturn whatever government did it … and Q may have intentionally baited the cabal with the very first opening Q posts promising arrests, keeping the cabal oriented towards a strike that did not come. Disinfo is necessary, and this may be the disinfoist of all.
