It's my understanding that Israel has laws against proselytizing other religions. You can practice, just not try to convert.

 

The Baha'is are in the same situation. Even though they acquired their properties in Haifa and have their Universal House of Justice headquarters there before the formation of Israel, they are forbidden by law to seek conversions in Israel.
