Will Fed workers quit and go to the private sector? Well think about the juicy federal pension they are working toward. It's a yuge motivator. To incentivize quitting, the gov would have to do something like the private sector does, give generous severance bonuses and/or job-finding help and/or some kind of early retirement pension prior to full eligibility.
Now that would be a great idea and it would not surprise me to see private-sector ideas applied to reorganizing the federal workforce. I'd like to see it happen.
