I remember something about NAPA county (CA) being an alleged hub for terrible bad things happening with CPS and kids. This 3 year old child was tortured and killed and stuffed in a freezer. Napa is paying $5 Million to surviving family of the poor girl. Mom and boyfriend got life sentences.

SAN FRANCISCO — The city and county of Napa will pay $5 million to relatives of a 3-year-old girl who was tortured and killed by her mother and her mother's boyfriend.

The San Francisco Chronicle says a December settlement was announced Wednesday in a wrongful death lawsuit over the 2014 killing of Kayleigh Slusher. The money will go to the girl's father and grandparents.
