Could this gov't shut down b useful for reorganization / restructure of all departments? The different departments - DOE, DOL, HUD, etc - were all created by EO, were they not? Why then can't the Pres. use this time to restructure and change the mandates of all of these departments that have gone loco? Or pare them down to size ?
