There'll be growing pains at first, but I could totally see such a plan working if it prunes as many non-essential/bloated/literal unconstitutional agencies and bureaus, the ones teeming with the most swamp government workers on the bottom rungs.
Still, for agencies like the national parks and coast guard, both of which ARE essential, hopefully this won't last. Trump needs to find more loopholes or catches within the bounds of the law to keep those particular civil services going.
