– On April 18, 2016, Rogers shut down all outside contractor access to raw FISA information – specifically outside contractors working for the FBI. The March 2016 discovery that outside contractors were accessing raw FISA data is probably the event that precipitated Rogers ordering a full compliance review (Page 84 of Court Ruling).

– On April 18, 2016, both the FBI and DOJ’s NSD become aware of Rogers’ compliance review. They may have known earlier but they were certainly aware after outside contractor access was halted.

– On September 26, 2016, National Security Division Head John Carlin filed the Government’s proposed 2016 Section 702 certifications. Carlin knew the general status of Rogers’ compliance review. The NSD was part of the review.

– Carlin failed to disclose the January 7, 2016 Inspector General Report and associated FISA Abuse to the FISA Court in his 2016 Certification. Carlin also failed to disclose Rogers’ ongoing Compliance Review.

– On September 27, 2016, Carlin announced his resignation – which would become effective on October 15, 2016.

– On October 4, 2016, a standard follow-up hearing on the 2016 Section 702 Certification was held. Carlin was present at the hearing. Again, Carlin made no disclosure of FISA Abuse. This would be noted by the Court later.

– On October 15, 2016, Carlin formally left the NSD.

– On October 21 2016, the DOJ & FBI sought and received a Title I FISA probable cause order authorizing electronic surveillance on Carter Page from the FISA Court. At this point, the FISA Court was still unaware of the Section 702 violations. (ed. - thanks to John Carlin)

– On October 24, 2016, Rogers verbally informed the FISA Court of his findings.

This blog plays fast & loose with presenting speculative material as factual information at times, but this particular post fills in some gaps in the article above.

Not to make any assumptions, but the safe confines of the grounds of the Mexican Presidential Palace (like maybe the bungalow that Vicente Fox chose to live in while he was President) would be a fine place for Carlin to discreetly get Mueller & Baker up to speed on how Rogers busted the DOJ/FBI in the FISA Court.

Remember all of this is still a secret "internal matter" at this point. And until the week prior, they thought she would never lose.

– Overseeing the investigations and prosecution of espionage cases, and cases involving the illegal export of military and strategic commodities (like Uranium One)

– Managing cases of foreign hacking into domestic computer systems (like attempting to rig the election of a U.S. President)

– Selecting, approving, and allowing top security clearances for 70 private contractors like Fusion GPS and CrowdStrike to have unrestricted access to the nation's surveillance data (which the court ruled to be illegal)

– Writing and signing FISA warrants

– Approving surveillance of 30,055 American citizens during the 2016 Presidential Campaign (which the court ruled to be illegal).

The first Presidential debate between Trump and Clinton was Sept. 26th.

Just to clarify the Nate Silver analogy, kek. Much more of a criticism than a recommendation.

To keep with the Mexican theme, this Paley Center gathering also took place while extradition proceedings on El Chapo were underway. Shorty's lawyers were mounting a vigorous defense and a federal judge involved in the proceedings had just been murdered less than a month before.

The Mexican Secretariat of Foreign Affairs had been involved in El Chapo's previous extradition case back in 2015, so it's probably safe to speculate that Claudia Salinas was involved in this latest one.

Claudia Salinas resigned on January 4, 2017 and El Chapo was extradited on January 19th.

Not sure if the case came under Carlin's purview on the US side, however the Director of the Organized Crime Drug Enforcement Task Force at the time was Bruce Ohr.
