Without naming Burke, Emanuel said his legislative actions can’t “replace having a moral and ethical compass that informs your judgment of right from wrong, and what is appropriate.

“And that judgment must be informed by a moral sense and an ethical sense of why we do what we do, who we’re here to work for, and what is our purpose in seeking public life and serving in public life,” Emanuel said. “And anything that brings shame to that means that we have lost our purpose and our guiding north light, which helps us and informs our decisions.”

Still, Emanuel on Friday noted the 50-year alderman’s affection for the city, and did not directly condemn his alleged actions as outlined in a federal complaint unsealed Thursday. The mayor announced that his City Council floor leader, Ald. Patrick O’Connor, 40th, would take over the Finance Committee. O’Connor said he would start in his new role Monday.

While he’s giving up his City Council chairmanship, Burke posted a video Friday to his 14th Ward Facebook page saying he plans to keep running for a 13th full term in spite of the federal charges. “By now, I’m certain that you’ve learned of yesterday’s events,” says Burke, standing in front of American and Chicago flags. “I want you, my friends and supporters, to know that I fully intend to seek re-election.” Burke could not be reached for comment.
