Seems like they anticipated losing the House but not the Senate long before midterms. It’ll be easier to slip shit in bills to pass House if Members aren’t automatically provided copies to review.

This is the bill that 2 USC 5347 was passed

It included funding for the US Army Corps of Engineers.

Also includes 5.4 billion to ACOE to fisheries- possible it can be reappropriated based on National Security??
