Okay, back on topic.
Does anyone know exactly how foreign aid is actually dispersed? Does the US gov just write a check to the foreign government or does the US gov hire specific charities to go out and do the work?
I suspect it's closer to the former. So the hypothesis I'm trying to find evidence for is that these other governments kick some of it back by hiring the foundations belonging to congresscritters who voted for the aid funding.
I've never been very good at digging (I'm better at secondary analysis and shill clobbering). Is there a way to find who has donated to the foundations?
