It sounds like Q is comparing foreign aid to how FVEY works. It’s illegal to spy on your own people, so just get one of them to do it for you. It’s illegal to bribe and give contracts to your people (although still kind of happens. Watch the wives, etc) but it’s not illegal for foreign aid to be used as bribes and to further their agenda.
