He may be playing good cop to POTUS's bad cop. LG would be the one Israel would approach if POTUS looks like he shut the door on them.
Israel without guaranteed US backing has much weaker bargaining power in any peace negotiations.
My thinking is, looking at POTUS's stance on nuclear weapons he got from his uncle, is that Israel is going to have to de-nuke. It's hard to justify telling other ME not to nuke-up if Israel has them. If your ultimate goal to an ME peace deal that issue has to be on the table. I think this is what saving Israel for last means. It's a WW de-nuke process.
