I think these were dropped way back
Thing is about construction is you always need permits,variances,etc. Which is always filed on record with the local governing municipality.
In other words, someone should be able to pull the records, if they really wanted to dig. Could also be a trafficking tunnel! Who says what they use it fo once it’s built.
