1. Cabal deep state leadership launders money into slush fund outside the govt when cabal in power (essentially always)

2. Cabal deep state career agents have access to funds to hire contractors, buildings, staff, etc to continue operations and secretly subvert govt leadership when cabal not in power (insurance policy)
