Looking into Del, as a teenager she worked as a lifeguard one summer at a state mental facility. Then she volunteered at a group that lured pedophiles into chatrooms and into meetings. They teamed with NBC for "To Catch a Predator" where she played the young girl that lured them in.

Sounds like a perfect clown honeypot. Not sure if she would need to be MK'd at the mental facility, but the pedo luring is the trap. Find those that can assist in trafficking and fit a criteria. Recruit. Those that wouldn't, make a show of catching using NBC. Perfect cover. Why would a team designed to catch pedophiles be recruiting pedophiles? Always have the deniability built in, like every clown program we've learned about recently.
