Q 2663: Can the Human Mind be Remotely Controlled with Brain Implants?

[1] A article on new docs obtained via FOIA by John of The Black Vault that discuss MKU mind control experiments in the 1950s and 60s. Key focus: using electronic brain implants to "see whether electronic impulses can control the brain.

The implication is that the animal testing done decades earlier paved the way for the brain implants now available to soldiers wounded in action (WIA). But there was also a darker implication:
Q's reference to WIA personnel as "targets" suggests that these implants are not primarily designed for the benefit of the person implanted but for the benefit of some "clandestine Black Ops program" that has been conducting research "offshore" in the decades between the official ending of MKU (1973) and the present.
But there are a lot of blanks to fill in. Here are two promising info sources.

There have been many testimonials from people claiming to have been in the Monarch Mind Control programs in the last quarter of the 20th century. But the focus in those program was usually on behavior modification, often with drugs. In this Drop, Q focuses on brain implants, suggesting the existence of even more secretive experiments done offshore after 1973 with Black Ops funding. Looks like they were first done with animals and then with humans. Q gives a detailed breakdown of a regimen of control and the year 1988; is that the year that the success rate of 71% was obtained?
(If 71% = the rate of high-compliant persons–Manchurian Candidate types–that's telling, because that's about the same rate of compliance repeatedly obtained by Stanley Milgram in his famous obedience experiments in the early 1960s; see Wikipedia).
