The part where the side effects talk about rendering you prone to being taken advantage of, and having no way to respond, reminds me of the movie "The Serpent and the Rainbow." That is to say, if the drug, even blown in your face, leaves you almost paralyzed, then it would apply. Totally frozen, but still functioning cognitively.

The tag line:

"Don't let them bury me, I'm not dead!"

This movie is based on real research on a real drug. It's a very powerful movie, or was for me as I was much younger, and less sophisticated when it came out. Less sophisticated regarding special effects in a movie as well as the nature of drugs.

If the OP drug doesn't paralyze you, then it wouldn't apply. Either way, with all the talk about MKUltra and other matters, people should be well versed on one of the ways a victim can be attacked and basically be unable to prevent it.

Peter Thiel has invested a lot in one of these start-ups, and takes the 'treatment' himself. I'm certain there are results from doing it, and history is repleat with people engaging in said practice…to stay young…fountain of youth.

I'm afraid, if you read what your posted (above) as many times as you need to, you will find you have the answer. It's beyond debate that there's a list, a mile long, of things that would have greatly helped the cause (declass etc.), that haven't happened. For whatever reason there was a decision not to do those things, only the reason WHY is left. It's not a matter of more time. Damning information about what happened to Seth Rich is available, but remains secret from the public. The contents of Weiner's laptop are known, but not by the public. What happened to JFK is now several decades old, but remains classified. Plenty of time has transpired to release pertinent information, but they remain undisclosed. All that's left is to hope the reason for the secrecy was benign, but to paraphrase JFK "the word secrecty is repugnant in a democracy."
