After Congressional hearings brought C_A activities to light like MKULTRA, they were shifted (hidden) to colleges and private corporations under the guise of Federally FUnded Research and Development Centers (FFRDCs). It’s unbelievable how much money and how many colleges/other are involved (and what they were asked to research). Columbia University, Harvard, UCLA, Penn State, John Hopkins…. Now I believe they are calling them CRADAS if you go through the federal register, but searching “FFRDCs” also turns up good info.
