listening to Judge Nap on Fox earlier, it sounds as if POTUS can call a National Emergency. The actions he takes can be challenged in Court though. If that is the case, POTUS should require the Judges hearing the case have a Top Secret security clearance, show the graphic videos, and the evidence for any corruption of the politicians standing on the way. Hold a press conference when he is done and say " I got you National Emergency right here"
