house: make a lot of noise. open up investigations. introduce bills to become laws. introduce impeachment
bills cant become laws without approval from the senate.
president can veto a law, but can be over ridden with 2/3 senate over ride. extremely rare. pres can choose how hard he wants to enforce a law
"winning" the house gives them a stage to be loud and draw attention, but no real direct power if you are not guilty of something and doing your job. the most they can do is try and obstruct
remember this gov was set up by people cynical about gov and the danger of ambitious people as well as mob mentality. meant to be hard to do anything
