What are the assertions of the Steele Dossier? Never that Trump was seeking to collude with Russia. It wasn't even that Trump was blackmailed directly. It is that Trump's campaign was contacted by Russian agents to try and leverage the members likely to be part of the cabinet and advisers. Trump is never directly implicated.
Thus, the investigation isn't into Trump in the first place, it is to the claims of blackmail and general foreign attempts to influence the government's seats.
