I assume there is some offer on the table to do the right thing in exchange for a smaller punishment. That deal needs to be "serviced" regularly or else the deal breaks down and is no longer available.

I agree. I don't think we will figure the details out nor were we really supposed to. It maybe Q's way of getting someone's attention and sending a message that they are being watched by unleashing the Q army on their social media accounts.
