Mueller and Rosenstein arent innocent little angels. They have done alot of bad stuff… they just took deals to work FOR trump and white hats doing everything you already mentioned. They might still get in trouble when its "their turn". Or maybe full presidential pardons, but even Rosenstein himself was in on the plot to frame Trump for Russia collusion
