Isn't POTUS supposed to be "secure" when the storm is upon us?

Isn't POTUS going to be making some sort of public announcement tonight?

What are the chances he declares that state of emergency, and shortly before or after, we see that tweet that says "My fellow Americans, the Storm is upon us……."?
