Ask the non-corrupt how their organization and others like it should be reorganized with less bureaucracy, better coordination and more efficiency.

Ask them what they see as the biggest problems in their organization, the government, the country.

Ask them who in their chain of command and unit they do not trust.

The non-corrupt aren't stupid. They already know a lot of things are wrong.

What they will want most is first assurance and then proof by action that the corruption in their organizations will be removed and kept out.
