1) Break off their Domestic Arm into the FBI / Ice / DEA / ATF. We all know they have a huge domestic operation, mafia etc
2) Foreign operations gets broken and divided up into the various branches AF/Marines/Navy/Army
3) The HQ Directorate goes under NSA
First Directorate Operations are Overseen by JSOC
Second Directorate Operations are Overseen by DIA
