I have not seen any confirmation one way of the other. I was the anon who traced the Vernon C. Bain NYC prison barge and determined it was not the same one as the barge spotted in Morehead City, NC. While we were digging about barges, a boatfag told us that barges don't have registration/ID and if it was being towed you'd likely only see the barges towing it, not the barge itself, on the tracking app.
Does that fit with your observations?
