My AnonFrens, he was talking about the aliens invading our world now. "THEY" (the aliens) are the invaders we see pillaging humanity. They have been programmed (MkAltra'd), something put in the water, altered someway/somehow, to become "something from outside of this world."
You see, Ronald Reagan wasn't speaking of aliens from outterspace, but from "out of this realm of natural and normal existence."
