The speech seeming lackluster was sort of the point, I imagine. After all the blustering from both Dems and the MSM the last few days about how his speech was going to be full of lies and misinformation, this speech pretty much had to be boring and factual in order to show just how biased/anti-Trump they really are. It helps make them look like loonies for opposing such a speech, and more importantly was a very nice 'dry run' for seeing how they would all react to a speech they don't know the contents of. Having access to their playbook and comms is great and all, but watching what they actually do before and during such an event was probably very good data to analyze before any real fireworks get lit.
