He's just making a speech to the people. It's a common occurrence. Jimmy Carter made one where he told people to wear sweaters or something. The "malaise" speech. Presidents make speeches all the time. They're usually boring, and they usually are for basic people who aren't paying a lot of attention. They usually don't contain anything new.
Trump made a Trump-like speech, toned down, not fired up, because this was not a rally. Decent job, generic speech. Plenty Presidential. Pretty much what I predicted.
This movie is actually shit.
The movie would be a lot better if all Trump did was say "fuck you faggot, I'm gonna do what I want", and then did what he wanted.
