His daughter was clearly uncomfortable with the groping/fondling and pushed his hand away and his arm off of her altogether. This behavior from a father is not OK, especially with a girl that age (11) who is likely beginning to develop.
Perhaps trying to expose FBI surveillance of Martin Luther King?
His daughter is not 5, she's 11, and beginning to mature physically. No tickling after age 7 or so.
And exposing FBI surveillance of MLK and other civil rights icons can segue into FBI surveillance of other inappropriate targets…like Presidential candidates, and even Presidents.
