How is the Government shutdown POTUS' fault?

Did the House pass a Bill and the Senate pushed it through to POTUS and he vetoed it while I was sleeping?

It's the House Responsibility to Fund the Government, POTUS signs it, end of conversation.

Until that happens, how can POTUS end the shutdown? Is he supposed to use that Magic wand again and create the funding Bill FFS???
