I have a bit more of an intimate connection to this…. and you are only technically correct - the reason he could but would choose not to is because if he were to go the DECLAS route with RR still there it would get both hung up in in countless committees and holds - and also would eventually be wholesale rather than partial which would screw over some patriots - long long long story - but it is complicated
