Holy shit… None of you are smart enough to go read the fucking manual and find out that the watch is a stopwatch. The top small dial is hours/minutes for the stopwatch. The bottom small dial is seconds for the stopwatch.

For the chronograph - the fucking clock part of it - the standard hours, minutes and seconds hands are used.

The fucking time is 3:15:00. RTFM, morons!

Explain why a leaf is green. I have no idea, but the stopwatch functionality is unrelated to the chronograph functionality. Maybe it has some significance, maybe it doesn't, but the positioning of both of the small dial hands is unrelated to the positioning of the large dial hands. Nothing more can reasonably be inferred from this picture.
