it was appropriated and spent.

when i pulled all the documents, that information was not readily available iirc. found corresponding expenditures for a small portion of it.
the eminent domain issues were settled under bush2 after 9/11.
i am of the opinion the money was laundered and used in non profit NGOs that promoted/protected the human and drug trafficking.
iirc there were a number of such entities/agencies established at the same time the wall monies were appropriated.
and now with Q, think mirror on the bill funding names // intent vs what they actually planned to do/did with it.
