The future of the Q400 at Bombardier was unresolved since the announcement in May of the sale of the Toronto airport where the aircraft is being assembled. Bombardier has committed to building a new factory for its Global business jets, which are also assembled in Toronto, but the company has not promised anything about the Q400.

Bombardier developed the Q400 from de Havilland Canada's DHC-8 aircraft, a Toronto-based constructor that was acquired from Boeing in 1992. At that time, Bombardier had spent approximately $ 100 million on de Havilland, and had received government assistance of over half a billion dollars.

In 2016, Bombardier reached an agreement with the Unifor union to relocate Q400 cockpit and wing manufacturing in China and Mexico in order to reduce the production costs of the aircraft.
