That would explain why they seem like they are having so much fun when they get together like at Bush's and McCain's funeral. Maybe they have been part of the plan since 1999 and have worked hard so they deserve the front row seats. Maybe the letters at Bush's' funeral were an all expense paid trip to Cancun Mexico for 2 weeks.
