Passing the algorithm check doesn't make it a valid number and definitely doesn't make it his. There are lots of cc# generators.
What worries me about that is that I fear it will have the opposite of the desired effect. There are tons of shitty workers we should get rid of but there are lots of great ones that are helping to carry the dead weight. It's the talented ones that can easily get jobs elsewhere and they probably will be the first to go leaving us worse off than where we started.
