Isn't this what the black panther character was supposed to do? Anyone who doesn't see how agenda driven this is, frankly can't be saved.
Wouldn't the point be to combine with surveillance to catch intruders in the act? This would take hours to achieve, and would be noisy and draw a lot of attention. The wall would not be an impenetrable barrier, but would stop the "mass" migration across the border. The average mexican isn't walking up with a gas powered steel saw and speding 2 hours cutting a hole. Will stop 99% of corssings.
