Basically jet fuel is just kerosene.
Not all equipment bought for the military is brand new.
Often, especially with large passenger planes it can be cheaper & quicker to buy second hand from a supply of ex-airline fleets.
This is especially relevant when only a small number are required or requirements suddenly alter.
