Not quite… POTUS can use this money for the Wall if a National Emergency is declared.
So it's very possible this was coordinated and part of the plan.
People seem to forget that POTUS doesn't just "end" a shutdown. The shutdown occurred because congress couldn't put together a spending bill that would pass and be signed by POTUS.
So until they do, the gov't will remain closed. It's not something POTUS just flips a switch and opens. It's congress's job.
He has authority to call a National Emergency (or potentially use another like the opioid crisis) to build the wall. Then, it will undoubtedly get challenged in the courts and work its way to the Supreme Court where hopefully the 5-4 majority would rule in favor of POTUS.
Trump Admin already looking at doing this anyway so that won't be a winning strategy for Dems.
