If the hOuse is unwilling to put forth a bill that funds the border wall and Senate is unwilling to take up any bill thta does not include funding for the wall he will be left with no choice but to declare our 116th Congress defunct. When our civilian system is declared defunct the Military takes over until such time as the civilian system can be restored.

He is calling the caravans an invasion and that is the key language to focus on. The caravans are overwhelming our entire court systems and it is unable to function properly. Catch and release puts the entire country in danger and the courts can't work fast enough inside the laws placed on them
