Just heard a comment on TV that POTUS could use the Stafford Act to build the wall. Said it would be a much cleaner and clear-cut way for POTUS to do it without a challenge to his declaring a national emergency
he goes through FEMA and uses their money.

Anon, it is not my view that he can or should use it.
I just posted it because it was being discussed on tv as an alternative POTUS has to build the wall by declaring a national emergency.
