Serious question. Aren't we already in a state of National Emergency with the Dec 21st EO that was just renewed last month? And with Sen Graham's comments the Kav hearing we are still in a declared state of war authorized by Congress. Is this whole border thing just optics? Can't he already do (or has already done) what needs to be done?
