Threatening to declare a national emergency isn't like threatening to veto a bill. The situation either calls for an emergency declaration or it doesn't.

 

Every day that Trump delays in declaration an emergency evidences that there is no emergency, or conversely exposes Americans to increased harm by his failure to act.

 

The right move is to declare the emergency immediately and mobilize the military, and then negotiate for a satisfactory bill in exchange for ending the emergency declaration.
