I'm trying to catch up with you and understand what you are seeing.

This is not the Spain phenomenon is it?

 

The Spanish AF (& possibly some other countries yet unID'd?) seem to operate with a different transponder standard, making them seem to be in SoCal when they are actually across the world far away.

Also when you say "picked up a tail", did you check the relative altitude of the 2 planes?

Did you look up the ICAO (only data given about the phantom plane) and find out if it belongs to the Spain Air Force?
