Or it could mean she gave Jerry Chun Lee access and he betrayed her and gave the data to china, but I think the first situation could be likely because China may have donated to the CF through Chinese buisness man Wang Wenliang who has had a long relationship with Clinton and helped fund her 2008 run.
Wang gave Terry McAuliffe 120,000$ and pledged 2 Mil to Clinton Foundation in 2013. FBI probes because Wang is suspected to have close ties to Chinese Gov. Good way to pay Clintons for useful data.
