Oxyacetylene torch anon. And it was done from both sides. Impossible to do from just one side of the barrier.
Look again at the levels of the cuts.
Dulles would be used more I believe.
A circular saw wouldn't cut all the way through, and it would leave cut marks on the outer slats. There looks to be slag too which would indicate a burner being used.
